The Digital Services Act (DSA) has been officially published in the European Union, marking the end of a long drafting and negotiation process. The DSA is a new piece of legislation aimed at addressing illegal and harmful content and activity online, and has been referred to as Europe's new "Digital Constitution". It expands on the e-Commerce Directive's principles for regulating online services and introduces significant legal innovations such as due diligence obligations for intermediary services, content moderation through terms of service enforcement, and systemic risk assessment obligations for popular platforms. The EU hopes to set a global standard for regulating the digital environment with the DSA.
